PURPOSE AND FORM

Over 400 years ago Francis Bacon said: “Knowledge is power.”  Today, Bacon’s thesis is becoming an actuality.  Knowledge economy has become one of the most important concepts in the information society of the 21st century.  It is widely recognized that the basic thesis behind the emergence of a global knowledge economy is that the technical progress in the areas of computers, electronics, telecommunications, biotechnology, transportation, and so on have led to great changes in the way in which we live and work and the way in which economies, organizations, and governments function.  New technology is creating new markets and new distribution systems, and changing those that already exist such that any individual, enterprise, organization, and government faces to new challenges every day. 

Knowledge Economy meets Science and Technology” (KEST for short) is the motto of a new series of international conference organized by the Institute of Knowledge Economy, Tokyo.  The KEST conferences aim to provide a forum every year for academics, businessmen, and officials to discuss and exchange ideas, problems, solutions, and prospects about knowledge economy and development of science and technology from global viewpoints. 

The KEST 2003 conference is the first one of the KEST conferences.  It will consist of a number of workshops each of them focuses on a theme related to some aspect of knowledge economy and development of science and technology.

CONFERENCE VENUE

Akita Prefecture is located in the northwest part of the northern Japan and faces to the Sea of Japan.  It has the most beautiful seasonal changes during the year.  In autumn, Shirakami-sanchi World Heritage Area, which contains the largest scale wide virgin beech tree forest in the world, becomes a beautiful sea of colors..

 

CALL FOR PAPERS

Prospective authors are invited to submit their draft papers to a workshops and/or symposiums of KEST 2003 conference.  All contributions must be original and must not have been previously published elsewhere or currently submitted for publication elsewhere.  Papers must be written in English and should be about 10 pages for regular papers or 4 pages for short papers - single space, font size of 10 to 12.  The length of the final Camera-Ready papers will be limited to 6 (IEEE style) pages.  The first page of the draft paper should include: title of the paper, names, affiliations, postal addresses, E-mail addresses, and fax numbers of all authors.  The first page should also include the name of the author who will be presenting the paper (if accepted), an abstract of 200 words, and 5 keywords.  

 

CALL FOR INVITED SESSION PROPOSALS

KEST 2003 also solicits proposals for invited sessions, which are related to the conference theme, generally focusing on a specific hot topic.  Each invited session will have at least 5 paper presentations.  The session chairs will be responsible for all aspects of their sessions including paper soliciting, reviewing, and selecting.  Proposals to organize invited sessions should include the following information: name and E-mail address of proposer, title of session, a 100-word description of the topic of the session, and a short description on how the session will be advertised (in most cases, session proposers solicit papers from colleagues and researchers whose work is known to the session proposer).  Proposals for invited sessions should be submitted by e-mail to Program Committee Chair, Professor Jingde Cheng.  Please send proposals to

PAPER SUBMISSION

Regular papers must be submitted electronically in PDF format via the conference web site at:

             http://www.aise.ics.saitama-u.ac.jp/KEST/KEST03/

Invited session papers must be sent directly to the Invited Session Chair, who handles the review process for the invited session. 

Final papers must be submitted electronically in PDF format via the conference web site.  

 

REVIEW AND PUBLICATION

All papers will be reviewed by KEST 2003 Program Committee for quality.  Papers accepted for presentation will appear in the conference proceedings, which will be available to delegates at the conference site.  At least one author must register the conference with payment for that the paper is included in the program and proceedings of the conference.  

Best papers and best student papers (If the principal author and presenter of the paper is a student) will be selected based on both the quality of the papers and their presentations. 

Extended versions of selected papers presented at the conference will be considered for publication in a book by an international publisher. 

 

PAPER PRESENTATION

Papers may be presented orally or electronically (i.e., by a PPT or MPEG file with voice).  The conference organizers will provide presenters with all facilities for paper presentation including projectors and computers.
